Michael G. Smith, CPA
Collin Central Appraisal District Board of Directors, Place 2
Accurate appraisals. Efficient administration. Transparent, professional service.

Why I am Running
You shouldn’t have to fight the appraisal system to get a fair result. Property owners deserve appraisals that are accurate, adhere closely to statewide standards, and are well-supported the first time, every time.
As a CPA and operating executive, I have spent my career examining complex information, strengthening controls, using resources efficiently, and holding organizations accountable for results.
Board members cannot determine individual values, but they are responsible for the quality of the overall appraisal process. The board should set clear expectations, measure results, and hold management accountable for correcting weaknesses. Additional resources should be approved only when their need, cost, and expected benefit are demonstrated.
Fair & Consistent Treatment
Appraisals should be accurate and well-supported the first time, every time. I will focus on whether Collin CAD has the highest standards and values all property types consistently.
Protecting taxpayers through accurate appraisals, independent governance, and efficient administration.
Clear Lines of Authority
Management should have the authority to administer operations, while the board must retain independent access to information, professional advice, and the ability to make its own decisions.
Key Priorities
Adaptable, Efficient Administration
As Texas tax laws and Collin County continue to change, the district must adapt its processes, staffing, and technology without creating unnecessary cost or complexity.
